I'm organizing a Walk for DC, and wanted to know what licenses or permits people have needed, or feel we might need and how we should go about acquiring them. Aside from the basic logistics (getting a date/time everyone can agree on) and the like, that's my biggest hurdle, atm.

Sorry it's so late, but my advice is not to bother with permits. You're just a group of people walking along public walkways, when you get down to it. The Urban Iditarod in SF closed down streets and it finally got high profile enough that it had no other option than to get a permit. the police escort kept it moving quickly from one point to the next as if it were a real race, which sort of ruined the fun. You're not a parade, you want the freedom to move at your own pace, you're (probably) not blocking trafic or staying in one place long, you don't need a police escort. And city government really doesn't understand how to classify a bunch of people in costume ambling around at their own pace and interacting with the scenery. Maybe D.C. is different, but getting a permit seems like an unecessary and counter productive step.
